The Phillies did an unbelievable job with the new park. Well, kind of new - 9 years later. Citizens Bank is great place to see any Phillies game regardless of their opponent and I've never had a bad seat.
I currently have a partial season ticket plan for this section. It's part of the "Terrace" and always remember that it's much better than the "Terrace deck" (the 400s). You'll have fewer steps to climb in these seats and will have a better choice of ballpark fare.
There are only 10 or 11 rows of seats in all so it's always easy to find where you're sitting, even the first time around. Love being able to look down and see the Phillies dugout below as well as see all of the batters being gunned out on the first base side.
The ushers lock down this area pretty tightly and will often be at the top of the section to greet you and show you to your seats.
You can see bits and pieces of the Philadelphia skyline beyond the scoreboard from 314 when it's daylight but it's no where near the view you get of downtown Pittsburgh at PNC Park.

I would recommend these seats to anyone looking for an inexpensive seat that gives a great panoramic of the entire stadium.

To give you an idea what the view of the field is like from section 314, here is a Youtube video shot from there during a Phillies game at Citizens Bank Park.
