Saw the Padres vs. the Rockies last year on May 8th, was in row 21. The ballpark was almost empty that night which happens quiet frequently. If you sit in any row in front of row 22, those are the Field Box "VIP" seats and these are the most expensive non premium seats at Petco. When I say premium seats, I mean private club seating.
The seats aren't leather or super roomy but they're behind the visitors dugout which puts fans extra close to the action. You can save a ton of money buy purchasing these seats as a season ticket package rather than game by game. Per game, you're looking at $71 per ticket. For the entire season, you're looking at $43 per ticket. Those kind of deals give incentive to purchase season seats but I doubt they're available for purchase for the 2013 season.

Rows 26-39 are good too. Those seats will be slightly less expensive and will allow you to see the outfield much better since you will be seated higher up.
There is plenty of parking nearby in the Gas Lamp District area but it's such a headache to get out. You can always eat at an establishment after the game to let the parking empty out or you can do what I do and park at Qualcomm Stadium and take the trolley to Petco. That's a fun way to get to the game because there are always tons of Padres fans making that trek as well.
