353 is a great place to sit for families that want to enjoy a game amongst only a few rows of fans. I think there were 6 rows total in our section, we were in the 2nd row and the view of the field was superb. The railing in front of row 1 was also kind of low which made our view even better.
Didn't really see any excessive drunkenness in our section. Cardinals fans can either be really good about that or really really bad. They're no where near as drunk and beligerent as Chicago Cubs fans at Wrigley Field.
Fans can expect to pay anywhere between $25-$50 for seats here and it's neighboring sections. Day games and weeknight games usually have fewer fans but Busch Stadium for the most part is always 3/4 full no matter who the Cards are playing.
The upper deck concourses are superior to the main level concourses which I found to be odd. The upper deck is open aired and much cooler, air flows more freely up there. There was also no overhang above our seats so no protection from the sun but this also allowed us to see every pop out flyball perfectly.
Most fans will enjoy these seats, especially the die hards. The casual or non baseball fans will definitely prefer sitting down next to the field for the ultimate experience.

To give you an idea what the view of the field is like from section 353, here is a Youtube video shot from row 1, seats 18 and 19, during a Cardinals game at Busch Stadium.
