I've sat in section 163 for two or three Cardinals games in the past and have no problem with it but the views are much better the closer you sit to the infield.
Rows 1 through 18 are the middle part and in my opinion are the perfect location; not too high up and not too close to the field. Was surprised at how many foul balls were hit in our direction for the games I went to. You can expect that from right handed batters mostly. Left handed batters will drive the ball to the right field side.
The third base side gets a lot of sun for day games (Thursdays and Sundays typically), but the seats in right field get the most sun for the first few innings of night games. Sit according to your preference, all seats below the Terrace level are money in my opinion.

There are going to be a lot of changes during the 2014 season to the outfield area behind the bleachers and across the street. 'BallPark Village' is what they plan to call it and it's going to be a neighborhood like Wrigleyville in Chicago. They will finally have a Cardinals Hall of Fame built as well as rooftop seating and a couple of restaurants. My favorite Busch Stadium feature by far is the Stan Musial Statue outside of Gate 3. Make sure to have someone snap your photo outside of it.
