When you walk into Tropicana Field, you realize this is not a state of the art ballpark by the look of the bland walls and flooring. I've been to a bunch of MLB ballparks and this place is definitely different but I've been here more than any of the others, so I can judge.
As long as you have seats in a single lettered row, you'll be fine up in the 300s. 311 gives Rays fans a nice vantage point of the infield and you can see every inch of the ballpark, no problem.
If you sit too high, your seats will be eye level with the cat walks which is not good. I've never had that problem since lower level tickets for Rays games are easy to come by and a bargain for most non AL-East games.
You really have no reason to be sitting in a section like this unless it's a sold out game.

To give you an idea what the view of the field is like from section 311, here is a Youtube video shot from there during a Rays/Anaheim Angels game at Tropicana Field.
