I'm not much of a basketball fan and I pay very little attention to the NBA throughout the year. However, we had a bunch of family that wanted to attend the game and we found seats in the upper level for around $20 on StubHub. As far as the seats go we were about 5 rows from the top of the arena and on the baseline, looking right down the sideline (Section 402). Most would agree that this is about the worst location for seats, being behind the baseline and in the nosebleed sections. But we enjoyed the game and other Rockets fans I've spoken to seem to think there isn't a bad seat in the Toyota Center.
Sure, we were up at the top, but the bowl is so steep that you have a surprisingly decent view of the court. You get what you pay for but for such a cheap price, I would definitely sit in section 402 again.

As an arena overall, the Toyota Center is very well laid out. There was plenty of room for movement around the corridors, escalators (not stairs) to the upper level, plenty of clean bathrooms and the food lines were not terribly long. It's not Madison Square Garden but if you're trying to see a number of NBA arenas, you shouldn't leave the Toyota Center off of your list.
