Great area to browse for cheap tickets. But once you arrive to your seats in 311, you'll see exactly why they're priced at $5-$10 a piece on most nights. The demand for Pelicans basketball isn't the greatest in the league since New Orleans is a small market city.
Getting to our seats was simple. There are a number of escalators leading to the upper level as soon as you walk into the building. Not far from our seats was a stand called "Nacho Bayou" which was just awesome but the lower level has a much better selection of food with more stands.
The seats themselves were a little on the cramped side but overall they were comfortable enough. Our section was a ghost town, fans were scattered everywhere so for weeknight games, you should be able to sit nearly anywhere you want in this area of the upper level.

A few other things to remember to newcomers to the arena:
-The Hornets team store and box office are both near the main entrance along Dave Dixon drive.
-There is a smaller entrance on the Le Rouge Street side but for the most part, fans all enter along Dave Dixon drive. -There are tons of bars and restaurants nearby, especially in the French Quarter a few blocks down, so you may be better off eating there to save money instead of splurging on the price-gauged concessions.
-There is no light rail system servicing New Orleans arena. If you're not walking from your hotel, drive and park at the Champions garage or surface lots 3 and 4 near the Superdome. If you know where to look, you can often purchase parking ahead of time online.

Our seats were in 311, row 7. There were 17 rows. Very little leg room in this section. The upper arena is extremely steep. Not the best place to sit if you are afraid of heights.
Tickets were dirt cheap. Would sit here again on the account of that because nba games are a blast to attend in person.
Arena is very convenient to the rest of downtown. For easy parking, park at the Superdome and walk over. Parking is cheap there for Hornets games.
