Even though my girlfriend and I felt that our seats were a little too close together, we could still see the court well from here. There really aren't very many bad seats at the Verizon Center. Have been to many Wizards games and have sat courtside, in the Lexus Club (Acela Club), and many times on the upper level in general not just for Wizards games but also Capitals games. Capitals tickets are much more expensive but the games are also much more exciting.
Getting to the upper level is never no biggie either. Just take the F street entrance (Main entrance) and when you walk in, you'll see escalators taking fans up to the top. There could be a line for the escalator depending on how crowded the arena is that particular night but it moves quick. If you're in the Military, you receive 10% off of your ticket when you purchase directly from the Wizards office, FYI. The Wizards organization doesn't broadcast that information very well.

Section 413? Let's just say they're called nosebleeds for a reason. But tickets were $10 so I'm not going to complain too much. Very far from the court and action and you can feel it. Binoculars are recommended but not required. I don't think they rent them to fans at the arena but I could be wrong.
They angled the seats well so there is no maneuvering yourself to see the floor. I would have liked maybe an extra 2 inches in seat width even if it meant shrinking the capacity a little bit but that means less money. Go figure.
If you plan on sitting on the upper level, don't expect a ton of luxury. You have to pay for that and you get what you pay for. But the Wizards offer fans a great opportunity to catch an NBA game for not a whole lot of money so fans don't really realize how good they have it. A playoff appearance or two would make all of that go away.
