149 is generally a pretty safe bet for Bengals games if you just want to be close to the field and see everything well. I've had these seats once or twice since I've never ever purchased a season ticket package but I wouldn't call them must have seats. The end zones are just as good and everyone knows those are generally the least desirable seats on the bottom level.
The visitors bench will be to your right but you can only marginally make out the players due to the angle. Even when either team nears the end zone, the players don't come too close.
Had a hard time seeing where the ball was spotted, of course, fans on the upper levels can see it much better anyway.
I wouldn't say every seat at Paul brown is good. The upper levels are pretty steep and the players all look tiny when you sit that high. The speed of the game also appears to be much slower when your seats are in the 300s so you don't get to experience the speed of the NFL from that height.

Fortunately for you, Bengals tickets are usually pretty affordable to the average fan except for the overpriced and overrated club area. You'll notice the club seats stay mostly empty for most home games anyway.

To give you an idea what the view of the field is like from section 149, here is a Youtube video shot from there during a Bengals/New York Giants game at Paul Brown Stadium.
