The view in 403 was ok. I sat there with a few friends one night when didn't have much to do and found out that the Panthers were taking on the Nashville Predators.
We were on a budget so we went for seats in the top deck, we had row 2. The beer and food prices are outrageous but we expected that. You're there for three hours. There is no way you aren't going to spend money on food. So I coughed up $8 for a beer and $5 for a hot dog but didn't enjoy it one bit.

Never purchase your Panthers tickets for the upper level from the Panthers box office. They price the upper level seats for $40 a piece from what I've been told. You can purchase seats on Stubhub for $10 for many of the games. Not the best atmosphere for hockey, especially when it's 90 degrees outside but south Florida does love their Panthers.
