To give you an idea what the view of the ice is like from section 313, row 13, here is a Youtube video shot from there during a playoff game vs. the Boston Bruins. Awesome atmosphere!

Attended the Canucks-Ducks game in 2010 at Rogers Arena. Sat in row 11. Tickets were way overpriced for what you get; I paid $220 for two tickets. You have quiet a hike to your seats. Rows are somewhat steep.
These were the only seats I could afford. Lower level tickets are in the $200 range per ticket. This is Canada after all.
Your sight lines of the ice are fine but could be better. Concessions are overpriced as well, you are very close to the restrooms and entire concourse area.
Beautiful arena. One of the liveliest in the NHL.
